96 Sunfire won't start

I have a 96 sunfire, 2.2L. When the engine is cold, it will fire as soon as i turn the key but doesn't catch. It will keep turning over up to about 10 seconds or more before starting. Then when the engine is hot, it will not start at all. It has a new fuel pump, filter, plugs, wires. There is good spark, and will fire when a sniff of starting fluid is sprayed. What else can I check or look for?
