Electrical issues

I bought me daughter a 2000 Neon a couple of weeks ago. For the car to pass state inspection the horn had to work but it did not. The used car dealers mechanic installed a push button horn because he could not work around the air bag in the steering wheel. I removed the horn button but the problem is still there. I noticed that the horn button is grounded (or looks like it's grounded) right underneath the instrument cluster. Is that right?

The original horn button grounds to the steering wheel. I can't say about the work around one.

Its typical for the horn and cruise to be inop when the clock spring goes bad. These are really common on the caravans. The three clues on those is the airbag light is on, the horn doesn't work, and the cruise doesn't work. I don't even bother checking anything any more. I see those three and it automatically gets a clock spring!

I would check the horn first not like they make them like they used to
