low brake pedal

have a 1989 Beretta with a 2.8 6 cylinder
had to replace rotted brake lines from master cylinder all the way to the wheel cylinder on the back brakes both sides
lines hoses and whel cylinders all new ,brake hardware also
front brake lines were in good shape
adjusted drums for proper drag and bleed the brakes really good

but the pedal seems to still be lower than it was before ,the brakes shoes are drums have not been replaced .but sould not the pedal still be higher
what am i forgetting ?
i could replace them with new but would that hlp

Pedal height is determined by rear brakes. Possible causes of a low pedal are:

The shoes are out of adjustment
The shoes are worn
The drums are oversize from wear or machined too large

A low and mushy pedal can be caused by air in one or both of the rear lines.
