Programming fob 2003 buick ultra

HELLO,

I'm buying a new remote (FOB) for my 2003 buick PAU, it is the same GM part#. From what I read these have to be programmed by a dealer or locksmith, can't do the onboard changes like the good old days! I have an Innova OBD2 diagnostics tool, can this be used to program this FOB? If so please advise procedure..

I have resolved this problem by replacing the rubber key pad with a new one. The remote now works like new!! Thanks ellis479
