95 Impreza hesitating when giving it gas, idle rough too.

I need some help here. I have a 95 Impreza with the 1.8 motor, this thing is hesitating when you give it too much gas at once. I got the car this way so I don't know when it started. I put in new plugs, the wires tested ok, and the ignition coil tested ok too. The only code the engine was throwing was 21 the coolant temp sensor and that has been replaced. I also put in new o2 sensor, maf sensor has been cleaned. Checked for vacuum leaks and there are no leaks, also did a compression test and got 180 on all 4. Any idea where to look next, I don't want to just replace sensors without knowing what is wrong. The car did run better with the tps sensor unplugged but still running very bad. Thanks in advance for the help.

I forgot, the fuel pressure is good too and the cat is not clogged.

could be a major problem.... i had a car do that once and i tried the cheapest easiest thing first and it just so happend to fix it.
so it cant hurt to give it a try.
- go to store and buy 2 cans of seafoam angine treatment.
- on a lower tank add 1 entire can into it.
- take the other can and dump half into the oil.
- take the other half and pour into a cup
- take one of your vacuum lines and pull it off while car is running, put it in cup so it sucks it up into your intake manifold or intkae pipe, make sure its after your MAF sensor. the car will bog alot, most of the time it will shut off... if it doesn make sure and have someone with you so they can turn it off once it really bogs. this lets the fluid foam up in the cylinder head and clean out your valves to... leave it sit for 5 minutes. then turn it back on. it will take a while to start up and will run really bad and blow alot of smoke. this is ok and safe, thats it burning off all the shit built up in your engine. the more smoke it blows and the rougher it runs durning this proccess the worse the shit build up in your engine was.
let your car idle for 3-5 minutes then rev it a little bit up and down for a minute or 2. then drive it around and give it some hard pulls. once the smoke fads out park car, let sit for a few minute then turn back on and let idle till last bit of smoke burns out
sorry its son long but if you never seafoamed b4 this will help... they recamend doing this with once can and divide it to 3rds but this way is much better. i do it to all cars a buy used.
