97 Regal LS- howling steering!

Indeed my steering makes an awkard howling sound when I turn the wheel only to the right all the way. Tried checking the hard to reach Power steering resevoir and the level was almost to the top. By the way I think you need a gooseneck funnel or something to add fluid cause of its position!
Any ideas as to what causes this crazy sound?

Possibly air in the system but it sounds more like the rack & pinion assembly going bad. To start you can try the bleeding procedure found at the link below.

Also, a bad upper strut mount/load bearing can cause erratic steering issues and the power steering system to get noisy. If the steering is at a dead stop or held there the noise could be normal as long as it is good throughout the range where normal steering occurs which includes the steering binding which is abnormal.
If the power steering pump is marginal it could cause the issue.
