wiring diagram for 99 explorer windshield washer pump

not getting any power to the washer pump. Put a multimeter at pump and relay. I dont have the book for the explorer. I imagine I'm looking at fuses or another possible relay?

Your 1999 should be the same as this. From the Factory Service Manual.
