240, gas running out of carb.

My 1971 240 has an issue. I recently fired her up to move her a hundred feet to a different building. The rear carb had gas running out of it, really loading up. I used to know these carbs really well but have been away from them for a while. On these carbs, what would cause this to happen?

It has been a while since I ran the engine. I have chipped away on restoring this beauty for many years and hope to find the time to finish this year.e

Clarification... the gas is not running out of the carb but actually is coming up vent hose that is connected to the top of the float bowl. The other end of the hose is connected to a fitting on the air cleaner mount plate that fixed to the carbs.
What would cause gas to be pulled or pushed up these hoses?

float is stuck, try tapping the carb with a hammer
