GTI paint restoring suggestions

I have a 2004 GTI black. The paint is getting pretty damaged, as I leave it parked on the street all day, and even though I live in a pretty mild climate, there is still a good amount of sediments in the paint and scratches here and there. Also, it seems I mistakenly used a rubbing compound on the entire car instead of a wax, and now the paint is garish and dull, especially when in direct sunlight, you can see millions of tiny scratches everywhere.
What are my best options for restoring it back to its shiny black coat without having to get the entire car painted? How much would a restore cost?
