Headlight Removal

I bought new headlight housings for my 1992 Integra, but taking out the old ones is causing some problems. I unscrewed the three bolts that attach the housing to the frame and the screw connecting the side lamp, but the housing won't budge. I looked everywhere to see if I was missing some screws or other bolts, but I see nothing. It feels like the resistance is coming from the bottom of the housing. What am I missing?? Any help would be greatly appreciated.
