4 wheel drive does not work

I have a 1995 Chevy K3500 that the 4 wheel drive doesn't work. I have replaced the actuator and checked the fuse in the dash, still no 4 wheel drive. Any suggestions on what I could try next? This is a 454 4 wheel drive automatic

What part is not working?
Is front drive shaft locking in?
Is actuator locking front axel in?
Does transfer case shift to low range?
What transfer case have you got?
Id tag on back of it?
Have you checked all fuse for 12 volts both sides?
Is this obd11 or OBD1?

with no 4X4 operation the encoder motor located in the transfercase , only places the drive train in 4WD..
the front diff gear box ACTUATOR only locks the front axle together ...this does not engage the 4wd..
could be bad motor , bad electrical ..depends on your setup....

Switch on top of the T-case stuck?
