95 thunderbird Can't get out of park!

My son has a 95 Thunderbird LX. He can't get it out of park. He has tried disconnecting the battery and that didn't work. Does anyone have any suggestions?

Check all the fuses.

Do the brake lights come on when you depress the brake pedal? If not then the brake switch could be bad and that won't let you shift out of park.

Fuses are all good. We will check the switch.
