2001 civic turn signal problem

Just Bought an 01 civic DX. All the lights on the drivers side headlight light up, but the turn signal doesn't blink. Could it simply be a relay?

it could be a flasher, but then your emergency lights or the other blinker wouldnt work.. i would switch bulbs first, cheap quick and easy
