Did this happen before the new battery was installed? IMO make sure the battery actually holds a charge. Disconnect the battery overnight, and see if it still has power to start the car the next morning.
If the battery holds a charge, imo look first at the starter motor and soleniod. If you have an electrical tester, you can see if they are drawing power when the car is switched off. If no power is drawn by the starter, try removing all fuses and relays, one by one and see when the electical draw stops, so you can at least isolate the faulty circuit.
