Turn signal issue

All,

I have a 98 V6 manual with 114k, and am recently experience a few issues and any advice would be appreciated:

1) Front headlights go out and flicker back on when turning on left hand turn signal. I think this is because it hits metal ground when I completely press the turn signal down and creates a temporary short?

2) Cannot pass CA smog- NOX too high at low temp. Does fine at higher speeds though. 98s do not have EGR sensors so my car running too hot? maybe the CC or the O2 sensor?

3) Power antenna will not go down. I hear the motor running but sounds like the mast might have broken? Just replace the mast?

The antenna was the first to go in my 98 runner, it has a plastic gear and it strips out. Replace or just break it off the radio will still get reception with it broken off. Trust me.
