Engine Codes - Failed emissions check

I just got back from the emissions check and ARGGH I failed. :mad: They rely only on the computer codes. They do not check the exhaust. Anyway, 3 things - 1) The Engine light does not come on when the ignition is turned on 2) Diagnotics codes of P1582 and 3) P0442.
My car is a 97 Jetta GL 4 cylinder 5 Speed tranny with 64K miles.
My questions from the consortium of brilliant individuals 1) What do the codes mean 2) How do I clear the codes to ensure they are still active 3) Any ideas about the Service Engine light not coming on? :confused:

P1582 - Idle adaptation at limit - Clean your T/B.
P0442 - Evaporative Emission Control System Leak Detected (small leak) - Might be a loose gas cap, failure at the bypass solenoid, or the two way valve, as well as the canister vent valve.

How do you clear the codes in a jetta?
I opened the airfilter box and there was some oil in the air duct leading to the intake. There is a large circular object with 3 openings 1 to the Intake, 1 leads to the engine block and 1 into the intake manifold (?) Is that a PVC valve? Since there was oil in the intake tube does that indicate the object is faulty?
Last question - my jetta is a multiport does 'clean your TB' mean using a TB spray cleaner into the intake with the engine running?

Latest updates: I removed the Throttle body and thoroughly cleaned it with a spray cleaner. I took the car to a shop to 'reset' the idle position(?). The check engine light does not come on anymore but the same codes (P1582 and P0442 ) appear. Any new suggestions?

I'm not sure if I understand clearly, does your light come on when you turn the key on? (not running). If not, someone has disconnected it at one point. 1582 can be tripped lots of ways, it could possibly even be related to your 0442. Check all your fuel return lines, canister, vacuum lines, etc...Small leak somewhere, I'd start with vacuum. 97 Doesnt have the idle stabilizer valve, which is pretty common. Have you tried clearing the codes? The easiest way, just hit up your local autozone. They will clear them for you. Does the code say sporadic when they checked it? If so, it is a previously stored code, that hasn't been triggered recently. And, this is also why your light wouldn't be on now. HTH,
