Can it be a gas fuse?

I have a 98 Avenger. Turned it off and will not start back up. Had tester put on couldn't find anything. Is it true that it has to be taken to shop in order to check out the gas fuse, that it can not be tested or is somebody trying to get over me.

There should be a fuse, relay, and a reset for the electric fuel pump.
Usually you can roll the fuse + relay with the same type in your fuse box.

Do you have battery?

Turn the key on, head lights on with high beam, and honk your horn.
