99 windshield wiper speed all or nothing

my front wipers will only work when on high. I tried changing the wiper/turn switch same thing need help

I have replaced the relay in main fuse box. still not working I think its the motor but i dont want to replace it. it cost about $80 but im not wanting to buy it if i dont need it.
