1999 Mercury Sable intermittently wont start

My car sometimes wont start, especially when it is cold. My friend cleaned the IAC with carb cleaner, still the same. Battery checks out good. Car sounds like it wants to start and eventually it does, maybe 10 tries or 10 minutes later.
Should I change the IAC or any advice? Thanks
