Brights stuck on

I have an '87 Cutlas Ciera (the 3.8L if it makes a difference, doubt it) that someone tried to steal by busting open the left side of the steering column -- this almost completely tore off the turn signal/brights lever, and I couldn't get the brights on anymore.

You now have to start the car from the open part of the steering column.

I got it back from the smog-check place and the brights were stuck on; I can't figure out how the hell they got them on or if there's anyway to get them off... at this point I need the car to drive TONIGHT so is there a plug somewhere I can pull so the brights just don't work?
