me and my strange ideas (mpg gain idea) need your input

My first thoughts are that all of those parameters (brake switch signal, IPW, etc) are inputs to or outputs from the PCM; and that it's surely possible to develop a modified PCM "flash" that would at least claim to improve gas mileage. Certainly DHP and others claim to provide xx amount more HP with their flash-upgrades. I'm sure the OEM spent a lot of time tweaking the algorithm, but they answer to many masters, not just fuel economy, and even when they try they're required to deal with the govt-designated test course, not the reality we face everyday. I'm sure DHP could offer a "green" flash for the after-market, to increase gas mileage/reduce emissions.
