OK I don't have a service manual on this it happens to be mine. What is the fuel pressure on an 01 n/a 3.8l regal supposed to be.I have about 45lbs and 60 with vacuum unplugged. mine started running like crap this weekend and I changed the filter(needed it) and is still runs bad. no acceleration, pops, farts just won't go.next step is plug wires tomorrow night.

Fuel pressure is fine, have you checked the MAF, MAP & TPS & misfire readings with a scanner? You really need to look at live data on a scanner to find the problem. Changing parts can be expensive!

How many miles on this Regal?
As Bo stated the fuel pressure is within specs per the GM Regal Service Manual.
It could be secondary ignition misfire so spark plugs and ignition wires first. If that doesn't help then get the CAT converter checked out if it is still the original. See link.

Also, try unplugging the MAF sensor and see how driveability is.

well I put the wires on it.. it was time and the damn thing ran worse. So I ran it a while and I could ease into it and get almost 3000 rpm and it would bounce and then SES light came on. I looked under it and Cat was bright red. I loosened the manifold bolts and fired it off and it revved up to the rev limiter. Getting a new on tomorrow.

All fixed cat did it. I would loved to have GM pay for it but my car has close to 200K on it.
