cant be gassed up 2005 caravan

My tank is empty, but every time I try to fill it up it will start pouring out. Thanks for any help I can get

1- Confirm that it is empty- don't just rely on the gauge (i.e. how many miles since last fill up)

2- Check for restriction in the filler neck. Any accidents in the tank area?

check your evap vent valve, could be stuck closed, system cant vent, its hard to fill with fuel
