There are basically two types of DTCs (Diagnostic Trouble Code) read with a obd-ii scanner/scan tool. Generic or manufacturer/vehicle specific aka enhanced or extended.
For example a generic may read P0440 (P0XXX) where in enhanced will read P1440 (P1XXX).

I think the generic/basic codes are industry standardized thru all carlines - basically in the spirit of double-checking the "emission related" hardware.
The enhanced TCs allow manufacturers to tailor the set and clear algorithms more specifically to detect other problems. Part of the conundrum is the manufacturers want codes to set to pickup on specific problems without "false alarms". Just like a burgular alarm system - you want it to detect accurately and not be constantly going off each time a cat jumps across the room.
