plug was cut off so i have to hard wire the radio. i hooked up the power and ground, the radio turned on, but so did the anti theft. i disconnected the wires and still doesnt start. i also tried taking off the battery cable just to see if it would reset... no luck. and ideas or suggestions?

The radio wiring has nothing to do with the anti-theft on an '89. The classic issues with Passkey are broken leads in the steering column , or dirty contact s for the key chip.
I usually measure the resistance of the key chip, and substitute that value with a resistor soldered to the two white wires at the connector at the base of the steering column. They're usually sheathed in an orange/brown sheath.
