i have a 99 tahoe the driver side heated seat is not working but the pass side works fine i have replace the fuse and still nothing

Check the electrical connections/connectors under the seats/carpet.
When I say check, I mean with a continuity tester.

with a voltmeter remove the door panel inspect wires then check for power at the switch in/out...99 model on driver door good chance its the switch /connectors ...
if this is good then check for resistance at the seat heater connector...

so this is the OLD body style ? did you check anything yet ?
could be the connector ..do you have any test equiptment ?

With the switch on the seat it sounds like you have an "old body style".
There are several things involved with the front heated seats. Power (kind of unlikely since the pass seat works), the switch, the heater control module (under each of the front seats) and the wiring in the seats themselves. In my case ('98 Suburban) the drivers side quit heating. I have the skills and tools to troubleshoot. Turns out the wiring in the seat to the elements broke (no continuity thru the element circuits). My fix was a good sheepskin seat cover to keep the wife from complaining.
