Brakes not catching at same time

99 Cavalier rear brakes not catching at the same time. passenger side catches before the drivers side on the rear of my car. Why?

Three things come to mind right away.
1. The brakes need to be adjusted.
2. The parking brake is sticking a bit on the side that applies first.
3. There is air in the line. This is a split-diagonal system, so LF+RR and RF+LR share pressure.
