Instrument Goes dead/fuse keeps blowing

OK, I promissed myself I would never lay my problems on others, but I am really strugling here. Have an 03 250 super duty w/ 6.0 turbo charged. Been blowing (four times) 15 amp fuse:banghead: , that powers up instrument panel.
The last time it blew smoke came from somewhere in the steering colume and now I have no switched power from the fuse panel to the generator to energise the windings in the generator, thus now have no charging system either.
Has any body had this happen to them?
