Texas Emissions

I have a 1990 b2200 and am having a time with passing emissions. Vacum lines, egr solenoid valve,vacum solenoid valve...I have a good diagram of the lines. Just wish I could find someone to help me in the Rockwall/Dallas area that knows these trucks.Anyway how do you test this stuff?
