air in steering system? Y

Twice this week when I started up my car i could hear that there was air in the steering system. I took off that cap and noticd bubbles in the fluid, which was somewhat full. I don't know what causing this.

Check the fluid before you start the car. If its low when you start it it will cavitate giving the illusion of being fuller than it is.
