91 k2500 loose steering column/wheel! Help asap please!

I have a 1991 GMC K2500 with tilt steering and a manual transmission. Recently, the steering wheel/column became very loose. I can take the steering wheel and just about move it in all directions and in a complete circle. Somebody told me the bolts that connect the steering wheel to the column or possibly the upper steering column to bottom steering column need tightening back up because they back out and become loose over time? I believe somebody had done it to my truck before when my dad had it but cant remember for sure. I was wanting to know how to get to those bolts and if thats what it is?
