Brake-shift interlock system question~ 1992 Eighty Eight Royale

I have a question about the brake-shift interlock system. If the shift lock control solenoid was damaged or disconnected, would that cause it to be locked in park,no matter what position the shift lever is in?

The shift lever would not mover out of park if the solenoid was not working. If you can move the shift lever than there is no problem with the interlock.

I guess I should have phrased the question differently: on this car I'm looking at, you can move it out of park, without having to press the brake pedal,however the car has to be rocked back and forth to release it from park. Trans works normally once it's out of park
