Wiper arm tension

I have 2000 GM and after changing the wiper blades,somehow the drivers side arm seems that it has lost some of its tension,is there a clip of somekind that the arm is held with because when the blade is off it seems that the arm doesn't even press on the glass.

Spray some penetrating lube around the area where the arm pivots (near where it bolts to the linkage). Work the arm up and down to free it up. It should pull up and go back down freely.

There is a little clip that holds the arm off the windshield when you change it. Raise the arm and see if the little clip is pushed all the wqay back in. Also be sure the arm is completely seated down on the wiper shaft.
