Water leak

I've read other threads about back end/trunk water leaks and the problem being the tail lights. My 02 neon leaks in the front passenger area under the dash. After it's rained, it'll make a hissing sound like the water is hitting something hot, and run down where the floor meets the dash onto the passenger side floor (you can see the water run down). Typically only happens when I turn left, if that helps any. When it was still under warranty, had them look at it and they kept saying it was the windshield and replaced that twice. The problem still exists. Any ideas?
No water leaks in any other part of the car.

remove your wiper blades and the black plastic at the bottom of the windshield (carefully it breaks easy) now there should be drain holes at both corners make sure the are not clogged with leaves or other debris (usually this is from parking under trees)
