1999 Chevy Malibu 2.4

Im am looking at a Chevy Malibu that is for sale by a guy and I have a few questions about it. The car seemed to run fine but when he shut the car off the dash lights stayed on for at least two minutes before shutting off. The keys were out of the ignition and the doors were shut and the instument lights stayed on. I also noticed that the theft warning lights on the dash were on and a few others. After about two minutes the lights shut off and everything appeared fine. My question, is it normal to shut the vehicle off on these malibu's and the dash lights stay on for a couple of minutes before the lights go out? Do you know how you can put the keys in the ignition of a vehicle and just turn the key forward without starting the car, how all the lights in the dash light up? This is the same lights that are lite up. Any info would be great.
