Steering wheel/column loose! Help!

I have a 1991 K2500 with tilt steering. You can move the steering wheel in all directions (up, down, left, and right) and just about move it in a complete circle. I've always heard the 4 bolts that connect the upper steering column shaft to the lower steering column shaft come loose and tightening these bolts will fix this? I have also heard that there is a set of roller bearings somewhere along the steering column that wear out? Can somebody point me in the right direction? Thanks
