Question on Tie Rods Torque Settings

Why is there such a spread on torque settings for inner and outer tie rod setting? The Haynes manual states between 35 and 47 lbs. I had to replace the left side inner and outer tie rods because the seals broke.
I installed a new tie rod ends and finally figured out I could install a 90* grease fitting. I was using a needle and knew I wasn't getting the entire fitting lubed as evidenced a resounding sqeak on tight tunrs in parking lots...
Anyway - whats the recommended setting? I cranked mine to 45lbs to keep it tight.
