92 headlight adjustment

I was hoping to get some help understanding exactly how the adjusters are supposed to work on the headlights. Both appear to be aimed way to high as you can see them in the trees. I thought it was going to be a simple screw adjustment but this setup is much different from what I'm used to. Of course everything is plastic and with it's age brittle and ready to break with wrong amount of force so the little bit of turning I've done to find the correct movement hasn't made any changes. Any help will be greatly appreciated.
