Help for 96 Regal GS

I am looking at buying a '96 Regal GS which is original for the most part. However it appears the area below the rub strip on this car has been painted, it looks like off white or silver in the pics I have (haven't seen the car in person yet).
Can anyone tell me if the '96 had add-on ground effects below the rub strip? My '89 had em..that's all I know.

I know for sure that the 1995-1996 coupe/2-door does not. The sedan/4-door from the same years might but I'm unsure. I'm betting the rocker panels are rusted through unless the car has never seen salt. All of the similar Regals around here have rusty rocker panels. The Regal was the only W-Body that didn't at least get the option of having ground effects/plastic body cladding. The earlier Regal GS (1994 and older) coupe/2-door did offer ground effects with the GS package.

Ok the first reply! Well the rockers aren't rusted on this car, at least that I can see in the photos I have. I suspect it was an U-S car from the south. So I don't have to bother looking for body cladding, unless I want to make it UN-stock :)
I liked the cladding on my '89 - too bad the car was in such bad shape that after paying $600 for it...spending about $3000 in repairs, I scrapped it for $150:D
