Ignition Switch & Steering Wheel

I have a 1996 Chevy Blazer Lt, Auto Trans.
I had replaced the heater coil. to gain access to it I had moved the dash board to work behind it. I lowered the steering column to alow the dashboard to come out further. I had only disconnected the head light assmly wires. Disconnected the battery also.
When I had put it all back together I had noticed that I cant get the key to the off possition & cant shift in any gear- it locked into park, engine starts, I disconnected the shifting linkage at the steering column to see if I can get the shifter to shift and it is still locked.
Any info on this is vey appreciated
