Who owns it, you or him? If you own it take the keys away and tell him to go buy his own car or show some resposibility and get the keys back.

There are also tracking devices that will allow you to monitor the car while its being driven. The location, where it has been and how fast it has or is going is all presented to you. Screw up and the keys are gone for good and it goes on the action block!
