Switch Panel Help

Does anyone have a switch panel setup like this:

If so, can anyone tell me where this white wire connects - it has a connector on it and wired to the fuse beneath the Fuel Pump toggle switch - could it be simply a ground?

If it has a fuse then its not a ground, its the power wire for the fuel pump
