Ford Focus zx3 relay

is it possible to change the relay in a ford focus zx3 for the rear defrost, becaused when i open the fuse panel box 1/2 of the relays are covered by a metal plate that looks impossible to get off...Ford wants over a $100 to do it with no guarantee the rear defrost will work...may be something else wrong with it:runaround:
