TCC operation??

On my 92 GA with the V6 the TCC will engage as soon as operating temps come up to normal but as soon as you let off the gas it disengages. Shouldn't it have a delay or is that normal. Back on the gas and re-engages but it's the quickness of how soon it dis-engages that bothers me. I don't think thats normal but could be wrong.
