Repair or replace Catalytic Converter

I live in Upstate New York and thus rust is always a threat. My Catalytic Converter has a hole in it about size of a dime and when I knock on the Catcon it sounds pretty solid. Should I pay a shop to patch it (I cannot do it myself and the inspection is good until August) or should I get a new Catcon?
If I need a new Catcon I would prefer a California spec one even though it would cost more and I want to see what y'all have to say. I know that right now (10-31-09) CA, MA, and NY have the strictest emission laws in the land (pretty sure about that.) I am pretty sure that 95s and earlier do not have to pass emissions in NY.

Thanks everybody who has helped me with advice earlier that has saved me money.

what year is the vehicle? If it can be patched I would have it done. Why spend for a new one. All NY vehicles have to pass emissions inspections of one form or another, especially if they are downstate like me.
