Try disconnecting the intermittent wiper control box.
Look behind the lower dashboard area, below the steering column. You will find a black plastic box (2"x3"x1" thick) attached to the backside of the dashboard. It has a wiring harness at both ends.
Remove both harness plugs. Now, plug both harnesses together, bypassing the plastic box. This should give you fast and slow wipers, but no intermittent function. If the wipers now switch on and off, you know the wiper delay control box is at fault.
If the wipers are still screwed up, disconnect the plugs altogether. If the wipers stop moving, then the fault is in the steering column itself.
