Tach reading wrong

The Car:
1991 Camaro RS 305 TBI (vin 1G1FP23E6ML113392)
The History:
I don’t have much history on the car other then it has had problem with the previous owner also. What I do know is that there was an electrical fire that burnt the harness from the harness from the wiper motor to the headlights and hors. The car has also gotten a new engine installed but still a 305.
The Problem:
Right now the tachometer is reading incorrectly, it reads very high for the actual idle that it is seeing. There have been some major electrical problems in the car so I am certain that this is the problem. The Oil pressure gauge and coolant temperature are both not working. The fuel gauge reads correctly when it wants too but I don’t think it does very often. The speedometer and odometer look to be operating correctly I have not yet check them but I am not too concerned.
Any help or suggestions would be helpful.
