Yes, spinners are the ones that will start to rotate much more slowly than the wheels but appear to go on spinning when you come to a stop.
"Floaters" are the kind that are weighted, so they never spin when moving or stopped ................... unless the bearings seize, at which time you get a terrible off-balance shaking as you drive. :(
