98 Escort not downshift properly

My daughters 98 escort won't downshift right. When it takes off from a stop it is usually in the wrong gear. Seems like whatever gear it was in when you let off the gas last. It will downshift after a moment and take off properly but I am afraid it may ruin the trans after a while. Fluid level is good and the spedo does work. VSS?
