I would be suspicious of a broken wire in the column. Doesn't take long to pull off the column trim covers and take a peak at the harness that runs to the multifunction switch.

Do the hazard lights work? Maybe the multifunction switch is going out and the wiring harness puts just enough load on the part to twist it enough to cause the faulty connection inside to go open.
Of, if the tilt feature has been used a lot over the life of the vehicle, maybe one or more of the wires in the steering column have stress fractures. It would certainly be easier to replace the multifunction switch, so hope that that is the problem.
If you want to tear in to the instrument column and test the wiring and/or multifunction switch, I could send you a PDF of the procedure from the service manual. Of course the test will only be effective if you can be sure the circuit is in the fault condition while testing. That will be the tricky part.

I have the same problem. Check the pins at the connector into the multi function switch.The pins are locked in with little plastic locking tabs and if the tabs break (like in my case)the pins will pull out when you tilt the steering down. I'm in the process of fixing mine.
